Introduction

  1. The purpose of a National Risk Assessment (NRA) is to identify, assess, and understand key Money Laundering / Terrorist Financing (ML/TF) risk to inform relevant stakeholders, so that they may take appropriate measures to reduce or mitigate the risks if deemed necessary.

  2. This report provides an updated assessment of ML/TF risks facing Niue and identifies key ML/TF threats and vulnerabilities. It is not intended to provide a full and comprehensive risk assessment and should be read in conjunction with the Niue (NRA) produced in 2017.

  3. Since the production of the previous document, some key changes include in 2024:

  • Appointment of an AML/CFT Supervisor and Head of the Financial intelligence Unit
  • Establishment of an AML/CFT Officials Committee (AMLOC) as a sub-committee of the National Security Committee
  • A review of the Terms of Reference of the National Security Committee
  • Preparation of Niue’s first National Security Strategy
